This clown has a sad face with a downturned smile, probably because his pants, sash and loin cloth have all fallen down to the ground, leaving him hurriedly covering his front with a rattle and his rear with a lightning stick. This could have been deliberate as he is actively shown clowning around with a pair of balloons hanging from his tied up pigtails. These clowns often are ribald in their antics and are not at all ashamed to parade around exposed to the public as he is here. Larson "Lar" Chapella has provided a good example of a clown performing as often they do.
